The Romanian E-vignette

The fees paid for electronic vignettes help to cover the costs of maintaining the highways and expressways that are part of Romania's national road network. The rovinieta was established in Romania through two ordinances. Government Ordinance 15/2002 introduced the tax for using the country's national road network. The toll levied was approved by ordinance 769/2010.

Romania's vignettes were originally in the form of a physical sticker, however, the electronic vignette replaced the sticker in 2007. It is linked to the license plate of your car, RV, or truck. As mentioned, motorcycles are exempt from this requirement. If you drive in Romania without a valid vignette, expect to face a fine of at least €50. If the vehicle towing the trailer is a passenger car, you do not need a separate vignette for the trailer. If the trailer is a commercial vehicle, you will need a separate vignette for the trailer.

Toll Regulations and Road Network Coverage

In September 2023, Romania officially celebrated reaching 1,000 kilometers of highways and expressways with the inauguration of a new section of the Transylvania highway. All those new highways are added to the toll road network.

A rovinieta is mandatory for the following types of roads in Romania:

  • Romania's traffic laws are very strict. Traffic police can confiscate any form of driver's license for up to three months. Fines can be requested at the time of the infraction. There is zero tolerance for driving under the influence of alcohol and police routinely administer breathalyzer tests to every driver involved in an accident. Do not drink any alcoholic beverage before getting behind the wheel as the limit is 0.0.‰
  • Always drive on the right side of the road and overtake on the left in Romania. There is one exception, however. The trams should be overtaken on the right unless it is a one-way street or there is no room to do so.
